A schedule is a list of actions to be performed at a given time. This time can be simple: at 5pm, or complex: 10 minutes before sunset every Tuesday within 10 minutes. But each one is based in some manner on the time of day.
A program, by contrast, happens in response to some event. For example, you walk in from of a motion sensor, press a button on a keypad, the temperature goes over 75 degrees, etc. The time of day is not involved.
