Reliable photocell

Anyone know of a source for a reliable photocell?
I am looking for a photocell that will detect the difference between the light level of a sunny day verses a cloudy day. I’ve experimented with a Home Depot landscape lighting photocell and an X-10 Powerhouse Sundowner without much success. Apparently they can only differentiate between night and day.

No advise here, but if you come up with a good solution, be sure to report back. I've always wanted to have a few lights kick on during those really cloudy times just prior to a rain storm or when a storm is passing just off from us a bit.
