There are two reasons to link devices to HCA.
When they are locally controlled - like a switch paddle tapped - HCA gets a message so its state can be kept up to date.
When a button on a keypad is pressed, HCA can start a program.
Both of these are accomplished using the linking tab on the device or controller properties.
For a SwitchLinc this looks like:

Press the button and HCA builds the link. Now each time you tap the top or bottom switch paddle, HCA receives a message and can update its state. You can also use it to trigger a program.
For a Keypad the linking tab looks like:
